Experience

Simon whilst still in London was leading desigener involved in developing the proposal for £25m Woolwich Reach residential tower (22 Levels) on the River Thames front (2007) and £13m 20 Cannon Street, City of London grade one office development (2008)

During his time with tp bennett architect, he gained extensive experience in a wide range of retail, commercial, industrial, warehousing and education projects. He was involved as Project Manager/ Contract Administrator for Kier Group (Mouchel) working on the local authority capital programme (Capital Strategic partnership framework contract with CCC – Design Partner) for Schools, Leisure Centres and a number of extension and refurbishment programmes for schools.

Prior to working for Kier Group (Mouchel), Simon was working for CHQ Partnership, a private Architect/Building Surveyor practice in Hertfordshire and London.  There he worked on a variety of high profile commercial and retail contracts for blue chip clients. Previous clients include Sainsbury’s Supermarket Ltd, JS Development plc, Stannifer Developments Ltd, B&Q plc, MFI Properties Ltd, R G Group Ltd, and Bowmer & Kirkland.

Simon joined Kier Group (Mouchel) at the beginning of a property services framework contract for Cambridgeshire County Council and was central to the development of this partnership. Simon successfully applied his broad technical knowledge in building to new design frameworks for education and community projects, ensuring early and sustained liaison with head teachers, sponsors, planning and service consultants to deliver an end-to-design and management service.

During his time with Kier Group (Mouchel), Simon compiled an impressive portfolio of refurbishment and new-build projects, ranging in budget from £75k to in excess of £15m. Simon’s informed relationship with the client and contractor has been instrumental in delivering projects to demanding timescale and within budget.

Simon was responsible for monitoring the (Council Capital Programme) Capital budget for a project, time for design on each RIBA stage, construction times, and fee budget target for profit, monitoring for additional work by client using change control etc.

Project Management/ Contract Administration Experience

Simon was the Lead Building Designer and Chartered Building Surveyor responsible for Project Management and Contract Administration. Typical role involvement was:-

  • Client interface and stakeholder approvals
  • Obtaining written Client approval to proceed beyond each stage
  • Monitoring the activities and performance of all other participants
  • Meeting regularly with the client to understand client’s requirements.
  • Organisation of the project, resource, and project review to ensure delivery within agreed time, budget and quality requirements
  • Planning resource plan, preparing design team resources plan showing the hours spent at each stage, ensuring the profit targets were delivered in line with approved budget
  • Obtaining client agreement to project scope and fee charges
  • Appointment of the design teams
  • Co-ordinating design teams and liaising with consultants
  • To ensure that all works were dealt within targets, budgets and programme, gaining client approval to any variations
  • To monitor and report the progress of work to ensure quality, and that projects were completed within the timescale and cost agreed.
  • Organise and run meetings in a timely and effective manner
  • Preparing Project Risk register in stage reports
  • Ensure change control and relevant risk assessment and analysis was carried out. Record all changes to client requirements and scope of services
  • Stage report – track change schedule to record all the changes since client sign-off budget
  • Managing and tendering pre-contract works
  • Preparing the invitation of tender to approved contractor list by the Cambridgeshire Council select list.  List of approved Principal contractor from CCC select list
  • Mid tender interview with Contractor/Cladding sub contarctor
  • To order to meet the programme/installation dates, it was necessary to tender/place order the cladding package/ lift etc ahead of the main contractor. The successful cladding contractor /lift will be novated to the main contractor once they are appointed
  • Tender Reports/ Valuations for payments and preparing cost report to client on monthly basis/ monitoring on construction stages and to ensure costs are in line with forecasts. Record site progress against agreed contract programme
  • Act as Contract Administration on behalf of the client. Issuing instructions to contractor, design variations, client variation. Monitoring site work as agreed in contract programme. Examine any delays and E.O.T claims arising from contractor and informing the client the cost/programme implication
  • Monitoring site and project progress through inspections

  • Ensure the project gets delivered to the client
  • Obtaining feedback on client satisfaction

Development Management Experience (Private Investor Client)

 Simon was the Development Manager for a small private investor. Typical role involvement was:-

  • Site identification & procurement
  • Concept design & planning,
  • Negotiations with local authorities to obtain approvals
  • Contract administration
  • Co-ordination of principal professional consultants
  • Preparation of architectural construction documentation and other contract documentation
  • Preparation and co-ordination of tender documentation
  • Arranging and negotiating finance

  • Preparation of cost to complete reports and cash-flow management

  • Developing and monitoring marketing and sales plans
